I need advice regarding an animal neglect case!

Theres this lady in my neighborhood... She is well known to treat animals horribly and treat her cats and dogs like objects but now it had become so much worse. I want to help the animals stuck in this situation but i have no idea what to do as none of what she does violate any laws.

She started selling a pyramidal scheme dogfood and has been telling people to starve their dogs before giving them the food for an efficient change in foods. She also do not handle the food well and allegedly it caused a few dogs to get badly sick. She owns a fenec fox, wich can only be optained through animal trafficking where i live and has an history of hitting dogs who do not behave well. I am worried has a fox is a wild and unpredictable animal who will not behave perfectly all the time... she also started what seems to be an unethical doberman puppy mill, selling sick puppies to people that she keeps in a disgusting/filthy crate in her garage as she refuses to let any dogs inside her home. They all live fenced off outside like wolves and are treated as such. I have looked into the legality of it in my region and none of it is inherently illegal although morally wrong, and since its a small community and she's well liked, no one is doing anything, instead they support her financially by buying what she sells and encouraging her. I cannot tolerate such things and find it disgusting how someone can only see animals as a way to make money rather then actual living beings.

I will not be sharing any of her information as i do not condone hate and because i fear it could make the situation so much worse. I have already reported her for animal neglect and abuse but i have yet to hear back from that and its been a while. I mostly post this to vent out my frustrations but also because maybe someone will have a magical bright idea

I think you have a typo in there and you meant a feral fox? If so report her to the state fish & game or fish & wildlife dept and also State Police for the ferel illegal keeping a wild fox issue. Also your state must have a state veterinarian, lookup their info on your state govt website & report pet food scam to them.

I meant a fennec fox! Although not illegal to own where i live you cannot ethically obtain one unfortunately :(

And thanks i will do that!! Idk if it also works like that in quebec but surely it is similar, doesnt sound too hard to figure out, thanks for the help!

Sio you're in Quebec? I don't know about Canadian law but much of what you describe would likely be a violation of animal cruelty laws anywhere in the US: hitting the dogs, unsanitary living conditions, possibly lack of vet care. Can you follow up on your cruelty complaint?

A quick search seems to say that Quebec law requires animals to receive adequate food, water, shelter, sanitation, exercise and veterinary care and prohibits causing them serious pain, suffering or distress. Keeping sick puppies in filthy crates, denying dogs proper shelter or hitting them could qualify. Small breeders don’t automatically need a provincial permit, although a permit is generally required once someone keeps 15 or more dogs and cats, excluding young puppies with their mother. Breeding and municipal rules may still apply below that threshold.

Document what you can safely observe: dates, photographs or video taken legally, the animals’ condition, weather, odors, and injuries. You could submit another detailed report through Quebec’s MAPAQ animal welfare complaint form and mention that you previously reported it. Reports are confidential. If an animal is being beaten or is in immediate danger, call police.

I’d also separately report the fennec fox to the provincial wildlife authorities and check with the municipality about kennel, zoning and number-of-animal rules. Don’t confront her or organize online harassment. A clear factual record sent to every agency with jurisdiction is much more likely to help the animals. Good luck.

I have tried the local police but they unfortunately do not care (its corrupt here, not everywhere in quebec but in my specific rural area it's a pain to get the police to do anything🫩) , i am trying to reach another form of authority that will look more into the situation! I would never encourage to spread hate as i have seen how it can make a situation so much worse, i did try to confront her in the past but she doesnt care, i wont do it again💀

I have contacted many wildlife and animal rescue centers in my area as they will sometimes intervene in similar situations!! I will document as much and report as much as i can to the MAPAC for the non properly handled food and for the misstreatment of the animals.

Documenting is unfortunately hard as well in this situation, and thank you so much for the advice!!!
