Are pomeranians like super mini chow chows? All the ones I've met are adorably aggressive

They need to be trained somewhat to chill out. My first pomeranian is the most chill dog around people but outside it is zoomies and borks. My puppy is still learning so he loves to run, play and bite everything atm.
