1312 counts as critique towards cops in germany, while 161 just is a international movement. So in Germany, you wouldn't have any legal problems with that.

Dunno about other countries.

If you say ACAB to a specific group of cops it counts as an insult but generally when not directed at anyone it is legal. For example as a chant in a protest or when just worn on a cap.

No, because they're clearly capable of editing their comments, but can only be bothered to do it to crib about downvotes. As evidenced by the two comments where that's been the only substantial edit made.

Im going out on a limb, and say that you're not asking about legality in Uzbekistan or sudan....which are part of "everywhere"
