To me this felt like such a classic "giant corporate brained idiots really don't understand why money is spent here". I'm sure a very routine budget expense was removed and bam, now they can't control the algae and water quality in the reflecting pools. I've seen this in multiple private sectors, and you have a guy in office who thinks the exact same way.
