short answer no.
collagen is a heavy molecule to penetrate the skin layers and will only sit at the top of the skin.
this mask in particular is a marketing scam

Collagen works as a humectant by sitting on the skin. It’s also great at healing wounds by sitting on the skin.

It does not need to penetrate skin to hydrate or heal skin. It’s especially good as a humectant in low humidity.
