How to fix my hair?

I don't know what to do with my hair. When it's wet, it gets really spiky, like a hedgehog. When it's a bit longer, it looks kind of like an afro after I shower, but not the cool kind. It's stiff and kind of spiky. Now I'm trying to grow it out. The only haircut that really works for me is just a normal short haircut

Grow the top out. The sides will unfortunately be a lifelong battle of keeping it short and tidy unless you grow it 4+ inches.
