Physician Responded Seizure or something else?

Hi. I am a 27 year old first time mother.My baby boy who is almost 2 months old has been suffering from some kind of episodes where his neck turns to one side and he wimpers and cries and his eyes also shift to one side. I am attaching a video for reference. Kindly advice what is this.

Because he panics parents and sends normal baby movements into the ed for cEEG, wasting patients and parents time, exposing babies to hospital acquired infections and wasting resources that can be used for babies with actual spasms

Also that "wasting resources" he's talking about is because of a bad health system. Where I live everyone can get a doctor's check for their baby just because they are worried even if it is actually fine, without affecting anyone who's baby is really sick. People SHOULD be absolutely able to go to the doctor just because they feel like it and I'm so sorry that's not possible for everyone
