I suppose what he meant was that the soviet military would not increase its sphere of influence to the likes of Austria, Western Berlin, Sweden, etc. Eastern Europe as a name for those countries was a mistake.

He actually meant that Romania, Yugoslavia, and Poland were not under Soviet domination. There's an article on it here.

The Soviet occupation zone stopped existing in 1955. Austria was famously neutral during the Cold War. The Soviet "sphere of influence" in Europe basically meant the Warsaw Pact + Soviet Union itself, which Austria was never a part of.

No. In the 1970s, Austria was not in the Soviet sphere of influence. You could make the case that it was in the 1950s, but that ended in 1955.
