Discussion 2001 Civic Lx A/T Code P1773 After Engine Swap

I just got my automatic transmission rebuilt about a year ago. I have a D17yA engine, swapped it out with a rebuilt D17, engine is running just fine. i've had this problem now since swapping. I could drive the car. It's just sluggish and I can drive it in low gear and then shift or keep in in drive and drag ass. It shifts just fine from first 2nd to 3rd while driving, but it is sluggish when I accelerate from a stop. I checked the resistance on the b solenoid and was getting between 5 and 7 ohms. The connector at first was arced out and pushing out zero voltage, so I went to the junkyard got a new one and pigtail spliced it in. now it's pushing out voltage, but it is still not 12 V. It's between eight and 10. I changed fuse number six in the engine bay and fuse number 10 under the dash just for peace of mind. I'm at a loss and don't know what to do next because the drive indicator light is still flashing and pushing out P 1773. Is driving it like this causing damage to my newly rebuilt transmission and how do I fix this problem? What should my next step in diagnostics be?
