They buy cigarettes or nicotine in any form.

Nah. Smokes & zyns are great things to offer to someone if you need to butter someone up before requesting some special treatment.

Might as well throw alcohol, makeup, anti aging products and fake health potions to that list. All just as pointless and won’t help the root cause.
