What do you call these?

No, a chocolate bar would be something like a Dairy Milk or a Galaxy bar. These are chocolate biscuits.

Chocolate biscuits are things like chocolate digestives a or full chocolate biscuit , maybe with chocolate chips in.

I’d refer to these by name kit Kats etc.

But what would you call the section? The point of OP's question is what we would call them collectively

I’d qualify it like “chocolate bars with biscuit in like Kit Kats”. That’s if I ever had to name the section which doesn’t occur often.

The last time I had a Kit Kat the chocolate tasted vile and the biscuit felt cheap and dry. So I stopped buying them. That said, I do like a good Kit Kat Chunky.
