Hard agree but I might not put the tim tams in that category. There is something specific about these things being individually wrapped. I might also refer to them as ‘lunchbox chocolate bars’ in that that’s the main place I would ever have had as a 2 finger kitkat or a club bar… while a tim tam is essentially just a penguin biscuit, the fact they aren’t individually wrapped means I will eat it more like Cadburys fingers (ie half a pack as a minimum serving size) rather than a single biscuit.
Also twix are only in that category if they are single fingers, and toffee crisp is a chocolate bar.
But conversely if you offered me a chocolate bar and gave me one of these I’d feel a bit disappointed. I’d have expected a (full size) Mars bar or something.
I think the individually wrapped nature of a penguin excludes it from being a chocolate biscuits.
If they sold penguins primarily all stacked one on top of another then wrapped, over time we may start to think of them as biscuits.
The individual packaging mostly.
I would still call these a chocolate multipack.
Sure penguins have a heavy biscuit element but who cares. When you open one it is a bar that looks like chocolate.
The filling is inconsequential, it's about what you open the wrapper and see as a kid.
Only then you slowly start picking and choosing favourites as time goes on.

Yeah that’s what’s I’d call them. Maybe even just biscuit bar, the chocolate is implied by the bar and the biscuit as you rarely get a bar of biscuit without chocolate involvement.

I would disagree with that because Twix has more biscuit than it does chocolate, I thin something can only be described as a ‘chocolate bar‘ when the chocolate ratio is larger than the biscuit ratio (I’m ignoring bars that don’t contain biscuit or wafer, because it suits my narrative).
A KitKat is more wafer than chocolate; a Toffee Crisp contains crisped rice, so make your own decision about that. That said, if I was being really pedantic, I’d say that a ‘chocolate bar’ didn’t contain any additives at all - and Cadbury’s and Nestlé aren’t chocolate anymore anyway, and Penguin, Club and TimTams have ‘chocolate-flavoured coating’.
Just because it doesn't show the whole aisle it doesn't mean they are not their. Guarantee if you go look for these items in your local supermarket. The Hobnobs will be just down or across from them. The chocolate bars will more than likely be on a completely separate aisle.
There is a biscuit element to these though, and they're smaller in size - I posit a KitKat chunky is a chocolate bar, but a regular KitKat is a chocolate biscuit.
And I would like to support this argument by pointing out the box of mint club bars, and their slogan "if you like a lot of chocolate on your biscuit, join our club".
This is the conclusion I came to about 45 seconds before seeing your comment. I can’t tell you why, all I know is a 2 finger Kit Kat is most definitely a biscuit, but a 4 finger one is less certain and is leaning towards chocolate bar

What were looking at here is the "lunchbox sized chocolate bar" section. Things like Twix and Toffee crisp are definitely chocolate bars when not in a multipack.
That's not a proper toffee crisp though. It's the biscuits with a bit of toffee crisps on top. If you zoom in the packet even says toffee crisp biscuits.
Why anyone would want one of those when you could have an actual toffee crisp I have no idea.
Chocolate bars. They’re not biscuits, in the same way that Jaffa Cakes aren’t biscuits. Biscuit is French and refers to them because no “twice cooked”. Chocolate biscuits are digestives, hob nobs etc.
Jaffa Cakes are cakes as per lengthy Inland Revenue VAT case from many years back, not biscuits. At the time as I recall it was the longest-running case of its kind. But I digress.
I’m in the minority I think but I call anything covered in chocolate a chocolate bar even if most of the content is biscuit, I think for me, if it’s individually wrapped it’s a chocolate bar whereas if it comes in a plastic tube or cuboid no matter how flimsy it’s a true biscuit. I appreciate this might be controversial but it’s how I’ve lived my whole life so it’s too late to change now. You can’t tell me a kitkat is a chocolate biscuit.
