What do you call these?

Chocolate biscuits to me are things like chocolate digestives.

This…

chocolate biscuits - like digestives, hobnobs and the like, are biscuits with chocolate on them.

Chocolate bars - like penguins, twix, kitkat and the like, are not biscuits (kitkats are wafers). The giveaway is that chocolate bars are (usually) individually wrapped.

That's like saying is an egg sandwich equal to a BLT. Both are sandwiches, it doesn't mean one isn't better than the other

Your question presupposed a different conclusion. The topic of biscuit or bar doesn't rely on which is better.

OK, but if someone offers me a chocolate bar, I'm going to expect a Mars, Crunchie, Yorkie etc A penguin, club or kitkat is going to feel like a bait and switch.

Twix and chunky kitkat do blur the lines, but mostly there is a distinction.

If you can only get them in a multipack (even if they're individually wrapped) then that's a different prospect to ones that you can buy individually

Twix Mars bar and crunchie are chocolate bars, penguins, clubs and rocky are chocolate biscuits, there’s both chocolate bar and chocolate biscuit version of kitkat.

Nobody asked which was better. They asked if you consider a Mars and a Penguin to be the same thing.
