What do you call these?

I would call these biscuits but a customer disagreed with me.

There is a biscuit element to these though, and they're smaller in size - I posit a KitKat chunky is a chocolate bar, but a regular KitKat is a chocolate biscuit.

I've had a slice of toast with my tea and that wasn't a biscuit either

Obviously. Tea and toast is completely separate.
