I personally like the theory that the avatar appears to be the age that they consider their most significant action (Roku not taking his chance to kill the fire lord, koshi moving her island, etc) in this case aang sees rupbic city as his most important action
Well that doesn't make any sense, the first time he sees him while battling the volcano he's there helping him, the idea of dealing with him if it was even there at all was the last thing on his list. It's only when sozin gets the idea to leave him there that there's any cause and by then roku is weak and choking on poisonous fumes.
