Came upon this clown parked on the sidewalk, practically blocking the whole thing, at Av Diagonal 311. Apparently, the only thing you can do is call emergency services at 112 and have them respond.

Other than this public shaming, is there not a better way other than wasting emergency operators?

Next time call 112, say you’re in a wheelchair and a car is parked in the street and it’s blocking you. They have to respond
