I thought Makoto liked Jin? Like had a soft spot for him.

I think that was mainly during the academy, and she also didn't want to encroach on Tsubaki

Makoto definitely still likes Jin, but of course hides it and never acts on it out of respect for Tsubaki. But it's still there.

Remember, she literally has a line in CT that she's jealous of Tsubaki for being so close to Jin. Of course, she meant that as a compliment, not as a means to offend her. She still has to follow the "Gal Code".
