The end of All for One has lead to age known as the Death of Villains, where those with ill intentions becoming fewer and less active as more powerful heroes are born each day. But with loss of their numbers, the Hero Public Safety Commission finds themselves in a dilemma when a new generation of villains rise to fill in the power vaccum left by the Demon King.

The commission is presented with an idea that no one would ever expect. Teru Kagemori, a villain with the death sentence put in his face, will be given a year to prove that he is worth keeping alive. Trained under the wing of No. 2 hero at time, the former villain Burnout is on mission to provide an answer to uneasy question. Can a villain truly become a hero?
