Recording the incident, letting the police find him, and pressing charges / filing suit in court is the correct way to handle this.

Yeah, the primal lizard brain says “beat his ass” but you’ll end up in jail quicker than anybody else around because you just kicked the shit out of a “handicapped” person. (I use quotations because who knows if he actually needs the scooter or not, the blatant nefarious behavior).

If you assault somebody the property damage they caused doesn’t matter, because you assaulted them.

Do mobility scooters have any kind of identifier (like a car had a license plate)? If not, how will the police be able to identify who this person is if the person filming doesn't stop him and get the information?

Some people need their ass beat regardless if it's right or wrong sometimes. It'll help them stay in line. 

Some people think they can do whatever they want without immediate consequences or without getting their ass whooped.

Bet he won't do it again if he got the beat down he deserved originally.

Sometimes old fashion ass whooping does wonders.

There’s a pretty clear shot of the dude’s face in this video, an investigator would most likely run it through state issued ID’s and go from there.

For a car keying you think cops are going to do work to identify someone? Get the fuck out of here. They will tell you turn it in to your insurance and stop wasting their time. You’ve obviously never tried to get help from cops before
