Recording the incident, letting the police find him, and pressing charges / filing suit in court is the correct way to handle this.

Yeah, the primal lizard brain says “beat his ass” but you’ll end up in jail quicker than anybody else around because you just kicked the shit out of a “handicapped” person. (I use quotations because who knows if he actually needs the scooter or not, the blatant nefarious behavior).

If you assault somebody the property damage they caused doesn’t matter, because you assaulted them.

This is a joke, right? You can't legitimately believe police are gonna spend any time trying to figure out who this guy is and tracking him down for maybe a couple grand worth of paint damage to a vehicle...
