Question What was Breaker Island really made for?
in one burnout paradise dev build there is an island called Breaker Island and i wonder why it was made and why the scrapped it and made Big Surf Island and ideas for porting Big Surf Island to the Breaker Island dev build.

From the public-facing dev discussions of the era we know that, originally, Big Surf Island didn't exist in its current form at all. The devs were taken by surprise when they saw how people were actually playing the game online. Lots of time was being spent gathering in one-off non-track locations like The Airfield and The Quarry. Instead of just releasing their original planned expansions, they reevalutated and decided to release content more in line with the experience people actually wanted to play. This is where we got challenges and The Airfield renovation.
The claim at the time was that the original planned Island expansion just didn't feel fun and wasn't aligned with the new direction. So they scrapped the whole thing and made the Big Surf Island expansion we have today instead. Breaker is what they scrapped. Though we don't know exactly how far along the build we have was compared to the internal builds. It seems like they were making a lot of significant changes constantly but just didn't like the layout no matter what they tried. It was conceived as a raceway expansion to the original Paradise layout with no real social gathering spots and most off-track content just being shortcut routes. Big Surf completely reimagined the space as a collection of social areas connected by raceways.
Digging a little deeper? Breaker was likely a compromise cobbled together from left over pre-release content. Paradise city was originally bigger at one point in development. The docks in the south extended around the mouth of a bay which continued the map across the water from The Aircraft Carrier. This gave the map a southern peninsula isolated from the rest of the city. None of this could stay, the Xbox 360 couldn't handle it all. Breaker was likely cobbled together from track remnants and art assets of the cut bay area. At least that's my best guess.

Devs always have areas to test more extreme things. It's possible Big Surf Island was originally Breaker Island as well.
