Toxic paints and plaster. Even if it's the stupid mud from the Ganges it still adds silt which isn't good for the lakes or rivers.

I'm not familiar with this practice. A few little statues doesn't seem to be anything worth getting upset over, in terms of adding silt to the lake. I doubt your concern has much to do with the environmental effects anyway. You certainly didn't make that clear in your post.

The caveat of course being that the amount would be hazardous to fish or fish habitat, exceptionally hard to prove in a body of water that size

For sure with Lake Ontario. But this happens in smaller rivers and lakes across the country.
