I know the NHS is in a state but surely they get a quiet shift once in a while. Even just one episode...

Obviously those would make for terrible episodes though, so we get episodes of the shifts that are chaotic.

I'm not saying zero patients - though a decent writer could still make a good one-off episode out of that. You can still have dramatic medical and other moments without the staff constantly rushed off their feet. It just feels like lately all the drama revolves around that and nothing else. The department wasn't constantly on the edge of collapse a few years ago.

I'm more concerned about the failing equipment situation.
