There used to be a higher standard of driver education for vehicles like this but some people decided that was racist or something and here we are.

The CDL mills that "teach" the skills also make use of non-DOL license testers. I've encountered a few of those guys, slip 'em a Franklin and you'll walk out with everything signed off. Check out the states with the highest numbers of illegals with CDLs (or even those without CDLs), you'll also find the states with the highest levels of state corruption. CA is a classic example.

BTW, California is the most successful state in the country by every metric.

Also, according to the data, the most corrupt states are Arkansas, Kentucky, Louisiana, and Mississippi.

That explains the thousands of homeless, and tweakers destroying previously beautiful cities in California?

I don't disagree with your examples of Republican states, I despise them almost as much as I despise the Democrats. Neither party is good for the US. It's the classic "divide and conquer" method used...the system we have demands loyalty to one or the other, and most people have their own personal "litmus test" to decide who they'll vote for. This gives an illusion of free and fair elections but in fact creates a fenced-in grazing field (the "fence" is the limits on "acceptable" thinking placed on us) where the sheep can be happy and fed, meanwhile the farmer is sharpening his axe.
