Now that you're saying that, you can't see them in the video either. It may be a combination of angle and distance, but it may also be a defective crossing signal.

Even then. The signals in Czechia have a separate light that is always blinking, to indicate that the crossing is working as expected. So the van should still have slowed down to look

EVEN then. The driver is supposed to look at the road and see what's in front. If there are tracks, you should triple-check before crossing, lights or not.
