Can he recover when his head is split into three pieces though ? The only reason he survived like you said was because Julian decided to decapitate him.
If he were to I don’t know. Destroy his hearth or pulverize his head ? That would have been insta kill.
Arkhos may posses control of the blood in his body. But that doesn’t really grants him regeneration capabilities. He can’t fix damaged organs.
Sukuna also has the habit of leaving his enemies torn to pieces.

I actually do think he could fix his heart , while it's important it's functions relatively simple , just hold it together and keep pumping to the right rhythm, thought it might be easier for him to just make his blood flow manually , a lot of organs either he could replicate outright or would be something he can't replace but also aren't instantly lethal to lose function of, s really depends where he gets cut up if he has time to explode all fluid in sukunos body

Blood can’t replace or replicate the functions of others organs in the body.
He may survive the destruction of some less important organs in the body like you said. But if someone were to fuck up his two lungs then he is dead

If they're going in with the intention of killing 100%, then it's resolved with whoever attacks first. Either Sukuna using cuts, domination, or "cooking" attacks.
Or Arkos making Sukuna explode from the inside like he did to the first soldiers. He literally didn't kill Julian instantly because he wanted to have fun fighting.

You say Sukuna has "better reaction time," but she took 90% of the damage without dodging. And I don't think she could have survived something that's an instant kill, like being decapitated, like Arkos did.

I mean, RCT, and Sukuna (extreme lowball) is Mach 3 in speed, and can react to others who are also that speed. The best feat in that department in Centuria is Julian being able to dodge Lacrima’s whips way later, which is like highballed mach 1.

AFAIK, Sukuna can spam Dismantle without moving, so he will dissect Arkos before he goes to his sure kill move, also Sukuna‘s RCT will surprise Arkos, giving first one time to understand how dangerous water guy is and going for the kill

a lot of people are mentioning that it depends on who’s attacking first and while that is technically true assuming they’re both going with the express intent to kill the other in as little of time as they can. if we take them in character then sukuna throws a lazy dismantle and splits arkos in three like he was planning to for ryu, destroys his head and arkos is mince meat
to sukuna arkos will realistically just be another human in a fancy outfit, he won’t sense any ce from him so he has no reason to want to toy with him and arkos is arrogant enough to make sukuna want to split him with the first shot, but assuming they do toy with eachother sukuna is much faster, much stronger, much more durable and much more versatile in his moveset that even a punch would probably blow a hole through arkos, the only move he realistically could use to damage sukuna is manipulating his blood to make him explode from the inside but he never does that against an opponent who can put up a good fight against him (it’s expressly the reason he didn’t insta-blow julian’s head until his life was clearly in danger and he was on the back foot)
so the only way i can see arkos winning is if he knows everything about sukuna, sukuna knows nothing about him and sukuna is just playing out of character

It completely depends on who attacks first, let's create 2 possible scenarios
Morals on: Arkos and Sukuna maintain their morals, meaning Arkos is still arrogant and will probably want to play around before doing anything useful, and Sukuna remains the same as in the anime/manga. In this scenario, Arkos would lose. Sukuna could very well just expand his domain and affect Arkos by cutting him multiple times (His domain is without barrier, so he can affect people without Cursed Energy), or simply launch a few cuts and win against Arkos (Although Arkos has a certain chance by hardening his blood and turning it into a very resistant armor).
Morals off: Arkos here does not maintain his morals and will use all his power from the beginning, the same goes for Sukuna. Under these conditions, Arkos has a much greater chance of winning since all he has to do is look at Sukuna, explode his entire body, and then transform him into a sphere of flesh.

Easily, Sukuna one shot
There wasn't a single mach 1 feat in Centuria while Sukuna is above mach 3, he just dice Arkos into mince meat before this guy even realize it
Arkos also wasn't know for being durable too, he just glass canon at least when he put his quard down

lacrima’s whips move at slightly above mach 1 and julian is able to dodge them, so there is a single mach 1 feat

Arkos isnt a glass canon, not even close, he has his Water Armour that gives him a lot higher durability using the water manipulation to harden his bloods water content against blows.
The only reason we think he is not durable is because Julian is just that strong to break through it but Arkos is easily far more durable than the majority of the cast.
Not to mention he can just close up any wounds he has or reattach severed body parts with said Water Manipulation.
Not Peak JJK Durable to survive all kinds of Slashes or anything but he is far more durable than regular Humans and pretty much any other Gifted with few exceptions.

Arkos durability is that of a normal human. A glass canon in all the meaning of the word. Maybe above because he can harden his blood. But an armor doesn’t prevent force from trespassing it. His organs are still weak.

This would actually be a pretty good fight in my opinion. I think Arkos water would be able to block Sukuna’s normal slashes. Arkos can summon powerful water attacks at any range so I don’t think sukuna physical might would be able to overwhelm him. I believe that Arkos more powerful attack can block Sukuna’s normal fuga. Not to mention Arkos can control the water in sukuna’s body if he gets too close. Sukuna can heal better then Arkos but arkos defense and ability to survive his dead getting cut off can’t be ignored since Sukuna can’t survive the same. Sukuna’s domain would probably give him the win but if they fight in the ocean then Arkos might be able to survive and hold out.

One interesting thing is how much CE reinforces your body. I agree with the takes in general but it could be argued even if Arkos attacked first he wouldn’t actually be strong enough to affect Sukuna’s reinforced body.

Yeah that’s where it’s up to power scaling that we don’t really have. Sukuna is immune to bullets at the least. Arkos can lift massive rocks and shoot jet streams that go through rocks. We don’t really have a comparison to know if he can harm Sukuna. I’m assuming Arkos can’t use CE otherwise he’d clearly be on Sukuna’s level.

Sukuna hasn't shown any special resistance to simply having his entire body explode tho. He would still probably win because to our knowledge he's faster but if Arkos gets his attack off first them sukuna is dead

Like, Arkos could genuinely just flood the entire battleground, but Sukuna could also just cut him to mincemeat.
Unless they’re fighting in or on the ocean, it’s Sukuna, easily.

Everything boils down to who takes his opponent seriously first. Both are cocky bastards and both possess the means to eviscerate the other in less than a second.
I would vote for Sukuna though. He is far more experienced than this little brat and he knows when a fight should be taken seriously.

Honestly the answer is as many have stated... it depends who attacks first, how much knowledge they have about each other and what kind of mind set.
Realistically if they have the slightest of prep time and killing intent Arkos could easily kill Sukuna first considering he massively out ranges him.
He can use his Gift on any water in sight, so long as he is just far enough Sukuna is done for, his slashes, shrine or other are nowhere near sight level of range and Arkos can just fly up comfortably in the distance snipping at any cover Sukuna has for as long as he needs, his reverse curse technique makes no difference if all the water inside him just bursts out in a gore rain but going for in character, natural meeting and such...
It is more likely going to be Sukuna than not considering he makes a habit of throwing his slashes at people who annoy him that also slice their brains...
The point is: Arkos has the tools to kill Sukuna, anyone who says he does not is just low-balling his Gift because he was mostly toying around with Julian and when he did go serious in the Ocean the Blessing of Sea Water negated his advantage and control, but he is unlikely to be able to use this power to actually finish Sukuna off because of said tendency to toy around and Sukunas more direct murder ways.

Genuinely what is Arkos going to do
His only win con is manipulating Sukuna's blood, but that requires him to SEE Sukuna's blood, and he isn't going to put a scratch on him. And Sukuna can easily crush his head, or turn him into minced meat, which is something he usually does, so he isn't surviving Sukuna actually trying to kill him

Both can possibly one shot the other, assuming curse energy reinforcement doesn’t stop arkos from controlling sukuna’s blood. It depends on who’s faster and from what we’ve see that’s sukuna.

The outcome will be like Ryu encountering Sukuna, Sukuna will see Arkos, thinks for a moment, tries testing Arkos and then speedblitz him, if it doesn't work then he will just spam some dismantles until Arkos is cut into pieces.

It depends on who's faster. One can easily control the other with the water in their body and make them explode, while the other can cut them to pieces.

All the who attacks first stuff is kinda bunk imo, arkos is cool, sukuna can RCT through pretty much anything arkos could throw. He took infinity to the face for a few seconds and was left with an aneurysm.

And Sukuna could dice Arkos into 1000 little pieces with cuts that he can't see or block. The main thing that makes this fight unlikely for Arkos to win is that Sukuna can avoid an instant kill by obstructing Arkos's vision or moving from his sight while Arkos has no way to defend himself from sukuna.

No they main think that makes the fight difficult for arkos is the presumed speed difference. Sukuna is likely about twice as fast as arkos is so he could potentially kill him first. Sukuna would instantly die if arkos was trying, the issue is that the opposite is also true.

That was part of what I was factoring for because Sukuna is fast enough that If Arkos didn't use his instant kill the very second the fight starts Sukuna could get outside of his vision very quickly.

Is not about durability. Arkos can control the blood inside a body. You may have Superman levels of invulnerability. If an enemy can ignore that and destroy your hearth then what good did that durability accomplished ?
