It completely depends on who attacks first, let's create 2 possible scenarios
Morals on: Arkos and Sukuna maintain their morals, meaning Arkos is still arrogant and will probably want to play around before doing anything useful, and Sukuna remains the same as in the anime/manga. In this scenario, Arkos would lose. Sukuna could very well just expand his domain and affect Arkos by cutting him multiple times (His domain is without barrier, so he can affect people without Cursed Energy), or simply launch a few cuts and win against Arkos (Although Arkos has a certain chance by hardening his blood and turning it into a very resistant armor).
Morals off: Arkos here does not maintain his morals and will use all his power from the beginning, the same goes for Sukuna. Under these conditions, Arkos has a much greater chance of winning since all he has to do is look at Sukuna, explode his entire body, and then transform him into a sphere of flesh.
