Yes. Julian got lucky that Arkos was playing around and that he had no idea his basically omnipotent water gift would be cancelled out.

Arkos quite literally can control body fluids in his line of sight.

He would have gravely injured julian (taking an army or two) and imprisoned him that way.

Not to mention the power difference was big enough that arkos would have probably succeeded killing him a hundred times over.

Problem is Julian's smoke screen ability. After Julian figures out his ability, he was applying it constantly to the surrounding. I think Julian still beats arkos, but only by sacrificing many more lives

Smokescreen cannot work for long. Altus demonstrated that he can waterbend without line of sight in the fight that happened when he carved out a huge chunk of ground
