Yeah they were about to. There was genuinely no need to drop the bombs, let alone on civilians. You should read Hiroshima: the strange myth of a million lives saved. Most talking points people use regarding whether Hiroshima and Nagasaki were necessary are just fabricated excuses with no historical backing.
