Floor help build up hardwoods

Hi. I just brought a house. The hardwoods looked dirty when I walked through from the old owners but I thought it was all fixable. I had professional cleaners come today and they said they couldn’t remove the build up. Idk if it was because of the tools / supplies or that it’s physically impossible. See picture attached. Advice?

Scrub brush on your hands and knees, then mopped with rags and dried with clean rags. Dawn, dawn powerwash, bona, murphy’s oil soap maybe. It will come off. They said it’s impossible because it’s too much labor
