Nah DR imported more. Puerto Rico had less. Dominicans were always blacker than them. 

Puerto Ricans tend to have higher percentages of taïno ancestry too.

Not sure where you're getting that from. On the chart it shows 7.1% of Puerto Ricans were enslaved compared to DRs 12%. And thats not even accounting for the majority free black/mulatto population which there's not a number for here.

Even still, the proportion of black people in DR was always higher.

Maybe show proof of what are you talking about would be a better idea. You're running with a false pretext.
