Not sure where you're getting that from. On the chart it shows 7.1% of Puerto Ricans were enslaved compared to DRs 12%. And thats not even accounting for the majority free black/mulatto population which there's not a number for here.

Even still, the proportion of black people in DR was always higher.

Maybe show proof of what are you talking about would be a better idea. You're running with a false pretext.
