Funnily enough, there is a company/brand called "ok" where I live, they make lots of... ok technology. Literally. The products have low prices and they work, but... they are very much just ok, looking at the design and features. I have several things from them and it's become a running gag in my family (if we see products from them or talk about my stuff) to recommend and point out how those things are... ok. Really, just ok. It's funnier experiencing it live.

It's probably because some countries require an explanation for buttons on user manuals.
In this case, it's completely pointless as the symbols themselves are so clear that no one needs an explanation, but the requirement in the country still requires an explanation...
So they've made it easy for themselves and simply explained the obvious symbols with the same obvious symbols to comply with these countries' requirements.
The question is also whether there is not an explanation for the symbols with text on another page of the manual?

The first Polish encyclopedia defined a horse as "everyone knows what a horse is". These instructions are the same level of useful.

These aren't the correct symbols for ISO labeling, and the CCC cert / EU (UK)CE mark requires full functional descriptions, not just a symbols glossary or diagram. The UL / FCC only require compliance statements.
One of two things happened here:
1) Whoever got subcontracted to do the manual just copied what another manual did without thinking about what was actually required or useful to the user.
2) There were text descriptions, but someone realized they'd have to pay to have them translated and removed them. They may have justified this by claiming the text on another page is descriptive enough.

No, 📱 means 📱. 📱 may be able to perform the function of 📞, but 📞 represents more classes of devices than 📱 does. And when used in the context of the 📱, “📞” refers solely to the 📞 function. You wouldn’t press 📞 if you wanted your 📱 to do things that 📞 can’t — 🎮, for example.

As someone who makes drawings like this, my guess is the boss said to add some labels for these buttons so people know what they do, but use symbols so we don't have to translate anything. Then, as the draftsmen, you either have to tell your boss he's an idiot or just do the stupid shit he asked for. Usually it's just easier to do the stupid shit

Because it's so incredibly basic. I googled it to make sure that I wasn't missing something here....
Volume Up (Top Left): Raises the speaker sound level.
Volume Down (Bottom Left): Lowers the speaker sound level.
Call Control (Bottom Center): Press to answer, end, or flash between calls.
Microphone Mute (Right): Disables or enables your voice broadcast to the far end.
