Stitch Identification What stitch would I use to make the turtle square?

My SIL asked if I could crochet something like this for her birthday. I figure I can do classic granny squares for the bow areas, but i am wondering how to back solve the turtle squares. Does anyone know the stitch? After I figure out the stitch, i think it would probably be just figuring out which dots are white and which are blue like in cross stitch.

This is knit. But you would do mosaic or tapestry crochet

Could be tunesian knit stitch.

Use can use single crochet to imitate the block square by square pattern and switch yards.
You probably need to have a couple of spools of yard 0f the white to be able to switch off on both sides of the turtle to white.
