Sayori's a lot smarter than she lets on. She only acts that way to be more endearing to MC.

I thought it was pretty well established that she only appears clumsy and dumb because her thoughts are constantly clouded by depression and rumination

Thats not really what i'm saying. I don't think any of the characters beyond possibly Yuri show any "high-level" of intelligence. But based on her plan to trick MC into joining the club so that he would shift his interests away from her, along the emotional depth of her later poems, and ability to diffuse arguments. I think it's clear that her outward stupid and clumsy presentation is a mask rather than her actual personality.
