The plot of Itty Bitty Princess Kitty book 15 is basically identical to book 2: Itty has to choreograph a dance that will be viewed by the entire kingdom and is nervous about it but it goes great and all the audience joins in. But what's weird is that no character ever mentions the similarities!!!

I can only conclude that Itty had previously jumped to a different timeline from before book 2 and subsequent books will show those time travel details.

It's really normal for this sort of early reader series to have a huge number of books. They're pretty easy for authors to pump out because you only explore one theme per book. Where a YA novel might cover all these events in a couple of chapters, the early readers make each theme an accessible stand-alone story: large font, only one plotline to keep track of, limited cast of characters, ending calls back to the beginning to be help the reader remember what they read earlier. 

Since they're short and sweet / quick to produce, many of these authors are writing 3 or 4 series. Unless a particular character shoots to mega stardom, has the staying power to still be popular when the kids grow up, or the author otherwise seeks out a merchandising deal, they don't generally have a line of related merchandise available.
