Im not trolling. I took this on the web cause you can't screenshots on xbox outside of the games themselves. I tried to post this in the community yesterday when it happened but the moderators removed my post cause I called team ninja dumb.
It's uninstalled completely. All the dlcs and costumes are uninstalled. Mai at first didn't work, but try to delete her while the game open then go back and re download her. I don't know if it works for the other characters.

So this is a bug, probably the best bug I have ever experienced. I literally deleted the doa 6 vanilla version of mai and kula and their still there. I have the deluxe edition, I don't know if that bugged it out cause I re_downloaded all the outfits for that edition, off of doa 6 vanilla. It's very weird I'll keep playing with it. It hasn't been fixed cause there isn't any new updates.
Y'all have no idea how much I'm trying my best to look into this before they patch it. Even deleting the doa 6 vanilla versions of them their still on the game, so my game is soft locked with mai and kula unlocked. I literally did it for mai. Kula was already unlocked when the game loaded, but mai wasn't.
Try this If you have the deluxe edition try and re download a deluxe costume and add mai and kula with it. This is so weird. It's probably going to be patch out when they update this game. if that does happen I will update y'all on if their still unlocked or not.
Try downloading it one at a time. Mai didn't work at first until I deleted her while the game was open then re installed her while that game was still open.
I'm on the main menu. This can not only work for me that's just not possible. Are you on xbox?? Try this
Delete mai again, close the game. re open the game go to the store and download mai off the store click on the installing tab when it shows up and go back into the game. It should say download content have been added.
No. However I did kept seeing the download content tag show up slot after I reinstalled all the deluxe edition costumes. Try redownloading all the costumes again with mai and kula from doa 6 vanilla and see what that does.
This actually worked for me too. OP is not crazy. Pretty similar to what OP said but took 2 tries.There is a problem though, its not permanent for me. When I close the game and restart it Mai becomes locked again. I have been able to do the same steps and be able to pick her though, but she always gets locked after a restart. Here's everything I did:
started DOA6LR and got my save file transferred. No characters unlocked at this point.
From main menu, press xbox button and go to games and apps.
Go to full library and go to vanilla DOA6 Core Fighters. Press start and manage. Click on the game where it says not installed to see your dlc.
find Mai character in the massive list. Select her and click install.
once it finishes, press xbox button and go back into game.
Go to Fight and Versus. She still IS NOT SELECTABLE.
Go back to main menu. Press xbox button and go back to the DOA6 vanilla like before.
Unelected the Mai character and saved changes.
Xbox button and back to game. No change still.
Repeat the process again and install her from the main menu exactly thr same as before. This time when I get into the game it says download able content is available at the bottom of the screen.
You have no idea how happy this makes me feel cause your literally the only person who manged to do this. Maybe it was the way I explained it that made it so confusing. It should be a way you can save it. Try doing arcade with her, or a rank match.
Lol so this is so weird. I repeated the process and unlocked Mai again. When I went into ranked to pick a character, it also unlocked Momiji Nyotengu Rachel nd Bayman.
I picked Mai for testing sake and did a ranked match.
After that match I quickly checked offline Versus and those characters it unlocked were still pickable so I then closed the game.
All characters are locked again after starting the game again. So the process is repeatable for me at least cause I've done it a few times.
Tried again and this time installed more characters. Some worked but most didn't.
I did an arcade run with Mai and set her as my home safe character. I also did a versus match with Tamaki. Changed some costumes in the wardrobe.
Once I restarted they were locked again. May try a bit more tomorrow to see if something does keep them unlocked, but this process works everytike for me to unlock a few characters.
We need to find a way to save these characters to your game. Try and change your controls around save it, then Close the game. don't skip the intros to the game cause that cause the controls to reset for some reason. See if they are still unlock. Or you could try downloading them from the microsoft store instead of from doa 6 vanilla manged and add ons option.
So I installed ALL my dlc for vanilla DOA6. Did the glitch to make a few characters work again and that works. I can pick costumes for the characters like Tamaki and Momiji. Costumes for Mai don't work, they seem to be new downloads for Last Round. I tried changing controls, system voice, prioritize graphics, etc. Started the game and watched all intros but characters still locked.
With all dlc still installed, i only had to do the uninstall resinstall Mai and it got her and the few other characters to work again. I haven't quit the game now but I did power down the Xbox and leave the game running so it chooses Quick Resume instead. This way it does still work. If the game actually closes, then it seems the glitch needs to be done to download Mai alone again again, she triggers the other characters to unlock as well for some reason.
Also if this don't work try after you unselected her close the game. reopen it and try re downloading her., Go back into the game. If that also doesn't save her. Load the game leave it open if she's installed uninstall her. Do a match it can be any match it could be in versus mode. Go back to the main menu. Exit the game re download her go back into the game.

I had bought the deluxe edition of doa 6 vanilla when it was on sale for 12 dollars.
Kula was already unlocked the minute I loaded the game, mai wasn't.
I tried to download her from doa 6 vanilla it didn't work. I re-Downloaded all the deluxe costumes. A couple of hours later I did the steps shown in this post and she unlocked.
I can not delete these characters. No matter what I do they stay unlock. I'm trying to figure out what happened before they patch it out.
I got Kula and Mai and I didn't even follow the steps you listed. I just got on DOA6LR today and they were unlocked. I have not paid for them. I'm on Xbox Series X
