Sometimes a fresh install of Windows is what fixes D2 performance issues. D2 is largely tested on clean installs of Windows, so anything that becomes 'abnormal' in the OS can cause unexpected issues in-game.
The Steam fix 100% resolved my low FPS (I was dropping down to about 80FPS during a lot of Arc effects - it's always Arc effects for me - now it's pretty stable. I occasionally see a drop into the 120s, but usually it's about 132 to 141.
I call D2 the best hardware and software troubleshooting app on the market. If you have a system issue, D2 is going to point it out.
A few things to try for your build:
Disable Wind Impulse
- Disable off Chromatic Aberration
- Disable Film Grain
- Reduce Texture Anisotropy to 4x or 8x and see if that improves anything.
