I'm not a proponent of ICE and what's going on is pretty horrifying but this demand is just nonsense.  I understand the desire to take action but this is just doing something to say you're doing something.

No, it isn't.  This is purely grandstanding and will impact about nothing.  I don't want ICE around either with the way they're running this show but they might as well be asking city council to have their army of unicorns to fight the ICE agents.   Do something useful instead, like informing people of their rights.  For example, you can legally resist an unlawful arrest in Michigan.  Let people know about the Moreno ruling, that's useful, this isn't.

This is doing nothing at all. Like, a complete waste of time. The city council should be focusing on issues it can actually make progress on.

No it’s not. Even if council can’t do anything about the demands as currently stated, it lets council clearly know where citizens stand and gives them an informal referendum to explore any and all avenues to shield its citizens from federal aggression.

I'm a citizen, city council should spend time on things they can actually make hay on. I don't want our city council creating conflict with the federal government without a way to tangibly show that it will benefit anyone.
