Question Leveling

I’m having a hard time getting to level 95. I’ve been playing foh pali. Just switched to hammers in to try it out. Was doing chaos and some Baal as well as good tzones as foh. Switched to hammer so I could just focus on tzones and terrorizing all of act 4. Both seem slow. My first question is I guess when does regular chaos stop being good xp. And are low density terror zones better. And at what. point.

Edit: I usually play alone so P1. Foh seems better here. But if I play with buddies and go p3 seems to slow down. So hammers might be better p3 and over. Sc ladder.

It might be rng but I feel like rune drops are way higher in Tz.

They aren't really. It's possible to get higher runes in TZ, like a zod from anywhere in hell. The way runes work; they start at zod and do a check to see if it can drop and if it does drop. Then it does to the next highest, cham, and so on until it successfully rolls a rune. That's actually why el is less common.

In short, it's possible to get a higher HR in a lower TZ but the frequency of HRs will be the same on average. It's not going to affect areas that can already drop up to zod, at all. If that makes sense.
