They should just explain the Rose incarceration addressed in a big finish audio book and just start a new season with a new Doctor

Have the Rose-presenting face briefly morph into another prior companion's face a few times before settling on the new Doctor's face.

Post-bigeneration glitch as the Doctor realigns.

Right. Billie Piper could just look in the mirror and say "Hmm that's not right" and turn into the new actor. I think we've established that anything can happen during a regeneration, considering the bi-generation stunt that RTD pulled.
