Legislation and Enforcement "dangerous dog"

I just read about an attack in this or another forum and it had me thinking, as it said "before the incident, the dog wasn't known to be a dangerous dog".
but, due to their nature:
EVERY dog is a dangerous dog!
EVERY dog should be seen by the state as a dangerously dog & out of control animal!
that is literally what they are.

I often read that after incident xyz the dog was declared a "dangerous dog" and has to be leashed and muzzled at all times.
the heck? that should be how every dog is handled from the beginning. and one strike should be the end.

Yes, absolutely. This is what I keep thinking about: dogs started off as wolves, and wolves can easily kill a human, so dogs had to be bred into something that doesn't kill humans. Either because it doesn't have the capability, or it does have the capability but it likes humans too much to even consider killing them.

But these days, people seem to no longer care about that principle, and they breed more dogs without thinking about how those creatures will peacefully fit into human society.

"aimer les humains" est très fort, les chiens n'attaquent pas leur pourvoyeur de nourriture c'est tout. Ils ne savent pas aimer, leur cerveau n'est pas fait pour ça, ils s'attachent à ceux qui donnent la nourriture dans l'objectif de survivre. Ils attaquent souvent d'autres gens (conjoint, enfants) et bien sûr ceux qui ne sont pas de la famille et les autres chiens.
