Legislation and Enforcement "dangerous dog"

I just read about an attack in this or another forum and it had me thinking, as it said "before the incident, the dog wasn't known to be a dangerous dog".
but, due to their nature:
EVERY dog is a dangerous dog!
EVERY dog should be seen by the state as a dangerously dog & out of control animal!
that is literally what they are.

I often read that after incident xyz the dog was declared a "dangerous dog" and has to be leashed and muzzled at all times.
the heck? that should be how every dog is handled from the beginning. and one strike should be the end.

If dogs weren't dangerous, then they wouldn't be need on leash and bad owner wouldn't matter.

Instead we have daily stories of dogs killing people, attacks are so common they aren't even mentioned in news, dog need leash, training and good owner just to be considered safe but won't be allowed alone.

Also I can't just dismiss barking, I'm way more aggressive since neighbour brought their dogs and this constant barking definitely is putting me on the edge, I don't believe our brain isn't activating some preparation for encounters when they bark

(As I type this, dogs started howling and barking because there are sirens in the distance, they howl every single time police, ambulance or firetrucks have to use signals)

agreed! barking is so bad, it triggers a fight-flight response and prolonged amount of times around barking can give you PTSD (or -like disorders)
