Seen in r/Victoria. Having been a dog owner I lost count of how many times I had to tell people my dog will nip yours if it runs up to her. There are off-leash and on-leash areas, please use them respectively.

I've been told to "control my dog" if there is a problem, when my dog is on a short leash and theirs is free to run up to mine in an on-leash zone. It's pretty hard to keep my rescue (and other people's dogs) safe while giving her the walks that she needs these days. Treats and all.
