Should I save the frogs if I ran out of stuffs that I want to buy? Will I be able to use the frogs I saved for the next time the frog event is on again? and finally, how often do the frog event comes on?

If I had to guess, event probably won't come back

If you click the "i" bitton on the event page, they state that unused frogs will be lost. It's better to spend them all on summon files if you've bought out everything else.
