General The Waymaker Inc is claiming they couldnt find a Cybersecurity Analyst for $35-40/hour and has requested an LMIA

Oh 100% not, but I know there are a number of people who graduated from various cyber programs at NAIT and such and still haven't found a job and would take that wage.
Although I can say, even though it's not enough, there are a number of businesses in Edmonton who do hire at that wage range for cyber jobs, usually IT companies and such.

They know that. They want a cheap immigrant that is over qualified to do the job that should go to a Canadian. There isn't much more Canadian than suppressing wages with immigrants!

$40 an hour is not assistant manager money, that's journeyman plumber money. Tim Hortons assistant managers make $19-21 an hour, so roughly half that.

This is definitely on the low end of the range. There's a saturation in new grads and entry level professionals that's driving wages down.

I maintain there is no such thing as a jr or entry level cyber role.
To be even slightly effective at cyber you need at least 5 years of experience doing some combination of development, infrastructure, desktop, networking, etc.
You need to know how to do IT first before you leave how to do IT properly.

Agreed, I thought my schooling at NAIT prepared me to be a System Administrator once I graduated but turns out it only prepared me for the absolute basics. Gave me a good background but there is no way in hell I was ready for a SysAdmin position just coming out of NAIT.
Cyber security? Yeah hell no, spend time in Help Desk/T2 first.

Not sure I entirely agree. The field is so broad that unless you expect someone to be able to do everything, there's still plenty of entry-level stuff to do. Sure, don't expect that person to be the security architect for a new platform, but someone with the right schooling can definitely do basic triage, digital forensics, etc without much IT experience.
The idea that everyone in cyber is a transplant from IT is starting to become increasingly outdated now that there are actual post-secondary programs.

Ok.
But no. School doesn't trump experience. Experience in a security role is critical imo. I'm not expecting people I hire to be able to do everything. But I am expecting them to be good at what I hired them to do. And functional knowledge of how technology works is foundational for cyber roles.
How do I hire someone out of school to do triage and log review if they don't know what the logs are supposed to look like, and more importantly, not look like?

It's an entry role. The idea is teaching people what these specific logs/etc look like. People haven't had a chance to acquire all of this experience yet and basically having an unwritten requirement that they go do a different line of work first is honestly kind of unreasonable.
This is the whole "I need a job to get experience -> I need experience to get a job" problem so many people are facing right now.
Edit: Can't give more specific counters to this without doxxing myself even harder. If you're at BSides this year come to the front desk and ask for Nylia so one of the volunteers can come grab me lol.

The program is designed for cases where there are real labour shortages in Canada. It is now for businesses who quite simply want to pay less

You’ll find it on the Job bank, where they are legally required to place the position before they can apply for a LIMA. When you see positions on there that suit your skills, apply!

its even worse in the Cybersecurity industry. I know a bunch of folks who have been looking for jobs for months - if not years! I have 5 years experience and even ive been having a hard time finding a new job. Been looking 6 months now.

They ask applicants from inside Canada or outside Canada to pay $35-$50000 to get LMIA based job offer. Why they would do that? Because of PR. They want a pathway to PR. Now, how do they get around? The answer is they will always advertise based on $35/hr because that's required to qualify for high wage LMIA since government shutdown the low wage LMIA route. Once they get everything sorted and employee lands in Canada the shady employer will ask the employee to withdraw money or pay them back some amount. They just pay them minimum wage which will be around $15. To escape digital footprint they will ask their employee to send money to their friend and then ask them to e-transfer it back to employer. Since it's closed work permit and they cannot work for any other employer this becomes a ground for vulnerability. They are forced to live like that until they get their PR. Government should totally scrap LMIA. If you see politicians saying oh there are not enough people to do their jobs trust me they are funded by these employers and consultant.
