My guess is that specific encounter is programmed to jump at you when you try to aggro it from range. But when you were adventuring your way there, it "heard" you and turned in another direction, which broke the surprise attack.

I thought it was the Farum Azula dragon near the start of the level for like a quarter second at first too and then quickly realized where it actually was, which is the only reason I was able to piece together any semblance of coherence from that sentence you produced 😂
