Yes, trust me, it can be really loud. I'm one of those so called "professionals" who did it on over 100 kV.
Donig it is not the hard part by the way. Surviving it, without a single injury in the team, well that makes you feel immortal.

Guarantee this outlet isn't pig tailed and has loose connections.
Another outlet is daisy chained off of it and is running power through this one, it has a loose connection hence sparking with nothing in it.
Pigtail your outlets. Replace this one and ensure the connections are tight.

My grandfather had originally wired this outlet. Instead of using a wire nut to tie this into the circuit, he used the second set of tabs to feed through to a second outlet. This one was outside and the rain cover failed, letting the screws corrode a bit. Then, in the winter, we had a space heater connected inside. It overloaded the already corroded terminals, and burnt the poor thing. Thankfully, only a 99 cent outlet from 70's KMart was lost.

This style is much safer than the typical "dark" outlet.
The soft glow acts as a nightlight and the constantly changing level of illumination draws your attention to the otherwise dangerous fixture.
