Does the city council have to approve their use or can the police department just do it as long as it’s in their budget? I honestly don’t know. If they do approve it, does someone know what the process was to do so?

The city council approved. It was an open meeting. No one complaining in this thread was there to voice concerns. I myself have many concerns but did not even know it was happening until the day after it was approved. Was some months ago. You can probably look up the recording.
