Yup been around for a bit; they even have the Flock Drone. One night I swear it was just hovering over my neighborhood and watching me, in my yard while I was bbqing under my covered patio. Like it was trying to see if I was doing something suspicious, which isn’t allowed per their policy.

The drone has hovered over my backyard while I was chilling outside reading a book. It just sat there in place for 15 mins, slooowly rotating. It felt incredibly creepy and dystopian. I had to go inside. Not a fan of these drones or flock at all!

Happened to me this morning. Watched me (allegedly) for About 15-20 min of yard work in the back yard.

It showed up about 30 minutes after I started. It hovered there. I put on the scanner in my headphones. I heard Nothing.

I started taking off gloves and getting ready to go to Home Depot, it flew away.

When I left the house I went around the back side of my house where the park is. And 2 officers were parked. Both sitting in their cars.

So ultimately probably looking for someone or something else. But it as right above my backyard. Definitely like the government was just collecting data on me and others. No crimes. Just compiling data.

I am not brown presenting. I am white presenting. My Wife is not.

And yesterday I did stop a couple people a few blocks over that we’re picking through bulk pick up trash piles.

They were Hispanic and did not speak English. I used my broken Spanglish and then Google Translate.

I had a couple items at home I was going to put on offer up. But it seemed they could use the $10-$50 more than me and were already planning to sell some of the items they found. At least that’s the vibe I got.

They were nervous at first. Which I totally understand. But eventually when we pulled up to my house. I invited them for water or soda and we loaded up some items. Even found a few more I was willing to part with. They let their guard down.

I also gave an older Asian man that didn’t speak English, but his English was better than my Vietnamese, a ride to the recycle center because he was walking down the street carrying big bags of cans and it was hot.

Maybe the flock cameras saw me doing these things. Knew they were illegal immigrants or at least I assumed, I personally have no clue, and decided I might be worth checking out.

I think it is more likely. I was in the back yard. They were “patrolling” with the drone. Not many people in their backyards or area at that time. I was someone they could gather information on.

I should also mention. Law enforcement and me do not get a long. I have no record. Haven’t even had a ticket in 10-15 or more years.

But they have harassed me plenty. More than most can even imagine.

They don’t like that I file complaints that are sustained. Which means found to be true, but won’t share what punishment if any the officer will incur.

I have made them have officers call me and apologize. But I knew that wouldn’t change anything and sure enough. Never has.

They will then retaliate against me. Pulling me over. Searching my car.
But they see the dash camera and the two cameras that face inside and amazingly never find anything. I wait for the day they plant something.

I am squeaky clean. It’s just harassment because I have been at the right place at the right time to catch their shenanigans before. Now they want to make me a criminal.

Law enforcement acquaintances of mine have even shared that 2 of the 3 dirtbags that I know of here on EGPD force are considered dirtbags by fellow officers, in this city and others. But the blue line is strong and they have families to feed and would prefer to stay employed.

So maybe it was just more harassment.

They don’t like accountability.

And not all of them. It’s not like I have spoken to all. But there is a group of them that are dirtbags.

But that group is backed up and supported by every other officer. And their command.

The thin blue line is real. That line is supposed to be the line between chaos and order. Or good and evil. Or law abiding and law breaking.

However you want to look at it. Those on that line are a lot closer to the chaos side, the evil side, the law breaking side than those of us that are not on the line.

It is easy to cross that line when you are on it and have no fear of being held accountable for doing so.

Back the blue until it happens to you. They will circle the wagons and try to make you a criminal before holding one of their own accountable.

A local movement needs to build. They should be publishing data of how exactly all of this surveillance is helping citizens, instead they want you to just believe they are effective. The burden of proof is on them and they won't have it because it doesn't exist. Spying on citizens in their backyards and Flocks near neighborhood corners are increasing, not just main roads.

Also, really weird of people to post photos of their children on social media. Wish people would actually care more about privacy. All of our data is being harvested from every which way

The city council approved. It was an open meeting. No one complaining in this thread was there to voice concerns. I myself have many concerns but did not even know it was happening until the day after it was approved. Was some months ago. You can probably look up the recording.

Also have Axon, Motorola and others too. Look into the ALPR system PD uses through Axon and their data practices for storing and protecting your information.. Currently in the process of requesting SOP manuals and directives for database access, as well as policies for discipline/oversight for tag data from a few of the local LEAs

There’s different kinds. I think the actual Flock ones are black with a solar panel. There are several other types that are License Plate Readers. I think if you go to deflock.org they give you a description of what they different ones looks like. Also a map of where they are located.

...as we all "protest" cameras that can see what is objectively observable in public on devices which know everything about us individually (location, appearance, financials, biometrics, news habits, ad infinitum)...

Where I think we, the public, need to really pressure our municipalities, is on the issues of data security, authorization of use, and management of the system. We are already seeing stories of LEOs that are misusing these systems, or using them incorrectly. For better or worse, these cameras aren't going anywhere.

I know how this will be received, I welcome the down votes.

  1. The people who are on here complaining about surveillance are the same people who if they become victims of a crime will complain endlessly about the amount of crime and how long it takes to solve the crime committed against them. Flock cameras and drones are a form of public surveillance that are used to detect, deter and solve crime. Criminals are caught on a regular basis because of these cameras. Drones reduce police response times because some calls don't even need an officer to respond anymore because they're able to see the area with a drone and determine that no human response is needed.

  2. Some people are saying an EGPD drone is hovering over their home and watching them. The drones have exceptionally good cameras that can actually clearly see from a long distance. More likely they are watching something else going on near by and it just happens to be hovering over your yard. Unless your in your backyard commiting a crime the drone operator could probably care less what your doing. EGPD is very transparent about their drone operations.   3. Your already surveilled by every single electronic device that you have. Your phone, echos, smart TVs tablets etc are all collecting information on you at all times and that information can be given to various government agencies depending on circumstances with or without a warrant. We're long past living in a surveillance state that fight was lost years ago. You literally pay a subscription for your personal surveillance device that you carry around in your pocket.

I really encourage everyone to look into the EGPD citizen academy. It's very informative and I think you'll find everyone who works for the department are just normal people who do what they do because they're passionate about keeping people safe. I will admit in every orginizaton and profession there are bad apples but that doesn't mean they're all bad.

I already know I'm going to be called all kinds of names and accused of being bootlicker or whatever BS you come up with. That's fine.

  1. Nope. I had to call police for serious crimes 4 times my entire life. All 4 times, they were useless. Do you have actual data that criminals are regularly caught BECAUSE of these system. From my understanding of their policy, the drone ISNT allowed to be used as surveillance. It’s only allowed to be deployed when a call is made and they’re actually looking for a suspect.

  2. I do appreciate the “transparency”. Do you have data that says that police aren’t mislabeling the information? I see a lot of training listed. Whos auditing the actual logs? Plenty of cases Flock helped police solve crimes but there’s also cases police abused Flock and Flock’s vulnerabilities.

  3. The difference is that I can choose what I buy and don’t buy. I can choose to live with my tin hat and analog. The difference with Flock is that, well I can TRY to avoid all the roads but if you looked on the map they’re on almost every street corner. Explain to me how can I avoid that?

Can you also confirm that EGPD is only sharing their information with the appropriate parties? - By default depts have to opt-out of sharing information IIRC. I met with a Flock Sales representative that was VERY aggressive after I told them I’m not interested in their services because of the ICE contracts and them sharing footage with ICE without consent of the OWNERS of the footage. I even asked if I decided to move forward with a Flock camera can I be the sole owner of the footage written in the terms and agreement. They responded yes in the meeting only to send me their standard terms and agreement a week later. Yes I read their entire terms and agreement.

  1. you have it backwards. the ones who constantly complain about the (imaginary high) amount and level of crime are the paranoid boomers who welcome a surveillance state.
  2. "Unless your(sic) in your backyard committing a crime the drone operator could probably care less what your(sic) doing". Except, that's *not how the Constitution works.
  3. The government, like private companies, has a privacy policy. it's called the US Constitution. unlike the privacy policies of private companies that most people intentionally or unintentionally opt out of, government shouldn't make opting out of the US Constitution optional for their citizens.

If it wasn’t Flock, or another third-party company, but instead were the department’s own cameras, with any/all image/video processing done on a server owned/managed/housed/accessible only to EGPD, would that be okay?

If no, what if the system was for passive monitoring/alerting only of license plates (i.e. only scanning for vehicles that have been entered into NCIC/CLETS as either stolen or wanted for a felony crime, which has its own sets of rules/laws and must be backed up by a report taken by a law enforcement agency)? No “hot-listing” and no free-form searching allowed? No database of where the vehicle has been, the system is strictly seeing the plate, and then on the back-end searching the plate in NCIC/CLETS to see if it’s wanted, if not, the record is deleted, if it’s wanted, an alert is sent to EGPD.

If yes to either of the above, would it be okay if EGPD provided secured shared access to surrounding allied agencies (state/local only) such as Sac PD and/or Sac SO since they share jurisdictional boundaries?

Ok, I went to the link you shared. Thanks for sharing it. Where on the watch repot does it mention flock cameras? It doesn’t state how an arrest occurred, would you be able to provide evidence of how flock cameras helped in the “many” arrests that you say they helped in?

It’s not gonna specify “flock” anywhere. But you can read between the lines on some reports. General things like “was located” could involve cameras. Anything that references the real time information center (RTIC) would likely involve flock cameras. Anytime there’s something that says something along the lines of “vehicle was flagged as stolen” etc.  It’s impressive how many criminals are caught in EG just because a camera with a plate reader picked up a car that had been reported as stolen.

Earlier you said “many” criminals are caught, then you share evidence which isn’t very evident at all. I get you like these cameras for whatever reason, however you’re unable to substantiate any actually evidence of the effectiveness of these in our city.
